Tato diplomová práce se primárně zabývá problematikou Registru smluv a anonymizaci smluv. Tato práce se zaměřuje též na důvody jeho vzniku, význam a funkci tohoto registru. Dále se věnuje právnímu ukotvení Registru smluv v českém právním řádu, problematice zveřejňování smluv, stručnému vývoji eGovernmentu v České republice. Nedílnou součástí práce je tématika Základních registrů, zákona o informačních systémech veřejné správy a s tím související ochraně osobních údajů. Praktickou částí práce je analýza problematiky anonymizování smluv v Národním filmovém archivu. Výzkum sleduje způsoby a možnosti anonymizace spolu se statistikou, již zveřejněných smluv. K vypracování diplomové práce byla využita aktuální, odborná literatura, relevantní internetové zdroje a související právní normy.My master thesis is dedicated to the registry and anonymisation of contracts in general, but also discusses the various reasons of origin, significance and function of the register of agreements. It also addresses contract registry from the standpoint of Czech legal order. Moreover, this paper examines contract disclosure, eGovernment development in Czech republic, as well as the implementation of person data protection. In my research I am analyzing the subject of anonymisation of contracts in the National film archive, and also the methods and options of anonymisation. In addition, the part of my research deals with the statistics of the published contracts and orders. Activities and Financial Management of the Energy Regulatory Office

Import 02/11/2016Bakalářská práce se zabývá činnostmi a hospodařením Energetického regulačního úřadu. Cílem je analýza činností a hospodaření Energetického regulačního úřadu v včetně jejího zhodnocení. Pro splnění cíle je použita metoda popisná, metoda analýzy a komparace. Práce je rozdělena do pěti kapitol. První a poslední kapitoly jsou úvod a závěr. Druhá kapitola pojednává o veřejné správě spolu s energetikou z teoretického hlediska. V části veřejná správa jsou řešeny základní pojmy a rozdělení a v oblasti energetiky je pojednáno zejména o zdrojích energie. Ve třetí kapitole je řešena praktická část. Jedná se o přístup Energetického regulačního úřadu k trhu s energiemi, jeho činnosti a hospodaření. Ve čtvrté kapitole jsou zhodnoceny zjištěné výsledky a navrhnuta doporučení.Bachelor thesis focuses on activities and financial management of the Energy Regulatory Office. The aim is to analyze the activities and financial management of the Energy Regulatory Office, including in its evaluation. To meet the objective there are used methods of description, analysis and comparison. The thesis is devided into five chapters. The first and last are an introduction and conclusion. The second chapter focuses on public administration along with energetics from a theoretical perspective. In the public administration there are dealt basic concepts and distribution and the energetics concentrates mainly on energy resources. The third chapter is dealt with practical part. It is about an approach of the Energy Regulatory Office in energy market, its activities and financial management. Theoretical basis of comparison of models of public administration

In connection to the process of the public administration reforms which take place in most of the European countries and also in connection to the "European administrative space", the issues of studying and mutually comparing administrative systems of various European countries, especially EU member countries, become more and more topical. They focus not only on purposeful and effective mutual use of experience in administrative systems improvements, but also on improving orientation in the already mentioned "European administrative space". There is nodue attention devoted so far to the systematic study of administrative systems of (other) European countries. Most of the publications which focus on this issue (mostly study books, study materials, or occassional articles) describe it only on a "descriptive" (mostly simplified) level. The cause of this lies in (apart from time and financial demands) significant complexity of the given issue, in terminological complications and in difficulties of getting adequate (essentially necessary) factography and in practically non-existing adequate methodology. Legal comparative jurisprudence and comparative studies of political systems might inspire onewhen developing the methodology. Even under the current situation, it would be efficient to pay more attention to the comparative studies of the structure of administrative systems, or to some selected areas of the public administration, for example to personnel systems in the public administration, financing public administration or administration of the public property. A thorough "stock -taking" of all the materials which have ever been published about this matter (even in different contexts) in our country orabroad might serve as a basis of these fragmented studies

Electronic services as a part of egovernement can facilitate the communication in the sphere of Public Administration. Evaluation of Scope and Activity Ensuring of Registry Office

Bakalářská práce se zabývá zhodnocením působnosti a zabezpečením činnosti matričního úřadu. Práce se zaměřuje na konkrétní matriční úřad města Klimkovice. Teoretická část zahrnuje státní správu v přenesené působnosti a samotný matriční úřad. Praktická část uvádí metodiku výpočtu, dle kterého se stanovuje patřičná výše příspěvku plynoucího na výkon státní správy v přenesené působnosti obce. Daná problematika provádí analýzu včetně popisku hodnot zjištěných na základě vzorce podle Ministerstva vnitra ČR. Z provedené analýzy bylo zjištěno, že za období 2012 až 2018 došlo k jedné výrazné změně v metodice výpočtu. Jednalo se o rok 2013, kdy nastal pokles příspěvku, a to z důvodů změny velikosti správního obvodu působnosti a rozsahem přenesené působnosti k činnosti státní správy. V období 2013 - 2018 vývoj příspěvku na přenesený výkon státní správy mírně rostl.The bachelor thesis deals with the activity assessment of the Land Register Office and the support of its agency.It is focused on The Land Register Office of Klimkovice town. The theoretical part describes the delegated authority of the state administration and the Register Office itself. The practical part deals with the calculation methodology of the due amount of state administration contribution within the delegated municipal authority. It contains an analysis of this issue including the description of the values determinated by the formula provided by the Czech Ministry of Interior. The results of the analysis testify that in the period between 2012 and 2018 a major change occurrred in the calculation methodology. It was in 2013 when there was a decrease of contribution fee due to the change of the district area and the scope of the delegated authority of the state administration. Import 29/09/2010Téma bakalářské práce je procesní řízení ve veřejné správě. Cílem této práce je charakterizovat vývoj a přínosy zavádění zlepšování kvality a procesního řízení v podmínkách Městského úřadu města Hranice v letech 2003-2009. Bakalářská práce je rozčleněna včetně úvodu a závěru do pěti kapitol. Obsahem druhé kapitoly je organizace a řízení veřejné správy. Definuje vymezení a pojetí, funkce a systém veřejné správy, dále územní samosprávu a řízení ve veřejné správě. Třetí kapitola popisuje nástroje a metody zvyšující kvalitu ve veřejné správě, především model CAF a normy ISO řady 9000. Čtvrtá kapitola se zabývá charakteristikou města Hranice, městským úřadem a metodami a nástroji řízení kvality v podmínkách Městského úřadu Hranice. Popisuje vývoj a podíl modelů na procesním řízení a následně zhodnocením těchto modelů a jejich přínosy, především modelu CAF a ISO 9001:2000. Obsahem poslední kapitoly Závěr je shrnutí předchozích kapitol, návrhy a doporučení, potvrzení hypotézy a dosažení cíle.The theme of my bachelor thesis is the process management in public administration. The purpose of this thesis is to characterize development and implementation of quality improvement and process management in terms of the municipality of the city Hranice between periods 2003-2009. Bachelor's thesis is structured including the introduction and conclusion into five chapters. Content of the second chapter is the organization and management of public administration, which defines what a concept and delimitation, function and system of public administration, furthermore, local government and management in public administration. The third chapter describes the tools and methods for improving quality in public administration, particularly CAF model and the standard ISO 9000 series. The fourth chapter deals with the characteristics of the city Hranice, the municipality and the methods and tools of quality management in terms of the municipality Hranice. Describes the development and participation of models for process management and subsequent evaluation of these models and their benefits especially the model CAF and ISO 9001:2000. Rozlišuje mezi tzv. nabídkovým modelem veřejné správy (úředně-správního,resp. samosprávního systému) a tzv. poptávkovým systémem orientovaným na občana jako klienta veřejné správy.The paper analyses the basic innovation trends of Public Administration in the Czech Republic. There are defined so called innovation trends, which can change the state of Public Administration in the Czech Republic. The corn of these change is the implementation so called demand model of the Public Administration
